Why is the website so slow today?

My hosting company is having problems today. I wrote them this morning to ask what is happening and received this response:

There is someone else on your server that is bogging down the CPU resources available, I have sent him an email warning him and he should take care of the issue. If not, we will disable his site until he can get it under control. Sorry for the inconvenience.
