If anyone else experiences this, like I did, and the diagonal still don’t get you up the stairs (you do have to use them by the way) then I found the key was to keep up with Frank as he walks up the stairs. If you set to Fastest mode he seems to shoot off to quick but Normal or Fast you can track closely behind him and get passed
