If you put it in your %SystemRoot%\SYSTEM32 directory, the game will never find it. Are you talking about the Windows version or the DOS version having the mouse problem? They use different config files. The Windows version uses WINRES.CFG while the DOS uses RESOURCE.CFG. Both should have the mouseDrv=STDMOUSE.DRV line.
