INSTALL.EXE is for the DOS version, and SETUP.EXE is for the Windows version. To install the Windows version you will need to set your display to 640×480 256 colors in the advanced display settings. Right click on your desktop and choose Properties, go to the Settings tab and click the Advanced tab. Then go to the Adapter tab and click the “List All Modes…” button. Scroll up until you get to 640 by 480, 256 colors and select it. You will now be able to install the Windows version.
BTW, compatibility mode is of use only to Windows programs, not DOS programs.
