It seems the only place to practice Detect Magic and actually have it raise your score is in your bedroom at the Inn. Doing so tanks your Honor score but you can get that back up by buying a tone of meat from the vendor in Tarna (for very cheap) and giving it to the Thief at night at the bazaar.
